When I'm playing a game on one monitor, any video (twitch, youtube, netflix) that is running on my second monitor will stutter or pause for a couple seconds and then play all the missing frames real fast (audio stops too). After it does that the video will run a a very low frame rate. This only happens after the 1809 update. All drivers are up to date and any updates are installed. Any help would be greatly appreciated

That's due to how Windows Desktop Composition handles GPU priorities... disable VSync in Global Settings in NVIDIA Control Panel and it will work but expect heavy tearing in the video. 

 

Otherwise there is little or nothing you can do about it if you have monitors with different refresh rates.

Fun little update, after a lot of mucking about and swearing at my computer, I tried the window insider preview program and my issue is fixed for any video run in chrome.  The twitch app still has issues but chrome works just fine now.
