Problem with high idle memory usage

I have an i3 4130 with 8gb DDR3 ram.

I just noticed that my pc has quite a high idle ram usage- 2.8GB at idle.

I asked my friend, he also has 8 GB Ram with a Ryzen 5, but his Ram usage- is only 2.1 GB.

Is it okay and just because I have a slow processor, or is it actually high, and what steps do you suggest I take ?

Should I just straight up reinstall windows ? Will it make a difference ?

Also I have a 2tb Seagate HDD, Shud I completely wipe it ? Will it speed it up ?

Also what tool do you suggest I use to wipe the hdd ?

Disable anything at startup that isn't 100% vital

Disable background refresh

Close anything you aren't using

Reinstalling windows will help a lot. And on an other note please use an SSD , it will drastically improve the system responsiveness.

SSDs have become very cheap now.
