I need a gpu not more then 200mm both the cards meet the specifications and the build looks about the same, only the gigabyte card is 4mm longer. 

The only difference is the overclocking, 

According to tech yes city host the gigabyte card power limiters can be pushed to 120%++ before throttling 

Accounting to optimum tech the msi card power limiter can be pushed to 110%++ before throttling 

Which card should I go for?

If you plan on OCing your GPU then get the GIgabyte 120 percent power limit.
