Get an SSD for sure. If you can, find a used X58 setup. That will be the best bang for buck if you can find an i7 (or even better, a Xeon) and a decent motherboard for less than $150.

 

You could also get into Ryzen for that budget, but I would recommend either not getting an SSD if you went with Ryzen, or spending a little bit more.

MATX in atx case isn't great, but a modern processor with DDR4 should allow you to have an okay upgrade path, albeit not a super great motherboard.

An SSD is crucial (ba-tum-tsss) however I'm going to steer you in the direction of getting a new CPU, mobo, and ram. Why? Because RAM prices are currently the lowest they will be for some time so now is the time to buy (this also applies to SSD's). I would look at these:

AMD Ryzen 2400g 4c/8t

MSI B450M Pro-M2

G.Skill Aegis 16gb (2x8gb) 2800mhz

 

This will be a substantial upgrade from your current CPU. Your GPU is fine. I would next look into getting a SSD asap. You can find 'em cheap these days.
