Texture Pop in

So basically recently upgraded my pc but I've noticed alot of texture pop in in my games.Even in games like New Vegas it happens. I'm still quite new to pc stuff and this problem is confusing me, I've messed with updating my GPU drivers and settings to no fix , any help is much appreciated.

Specs are as follows: I5-8400

Rx 580 8gb

16Gb ddr4 ram 2400mhz

SATA HDD 1TB

My best guess would be the HDD... what speed (RPM) is it?

It’s a 7200 RPM I believe

Some games even on SSDs have texture pop-ins. Do all your games have this issue or only some of them?

So far yes but I don't own many games , i'm getiing metro exodus today so I'll update if it's in that too

so far pop in has occured on metro exodus but on a much more bearable level , mainly being the odd pop in of a small texture with the even rarer minor stutter
