Windows not reporting correct CPU speed

CPU - 3770k

Motherboard - asrock z77 oc formula

 

Just dropped in the cpu and set the CPU to default speed. No overclock. Windows task manager and CPUZ are both reporting the CPU speed as 4.4GHz. The motherboard bios reports the correct speed.  

Restarted the computer and set an overclock above 4.4Ghz and then below 4.4Ghz. Both caused no change to task manager or CPUZ even with Prime95 running.

I'm stuck wondering what the issue is and what the solution could be.
