Simcity performance is extremely low even on low settings

Im trying to run Simcity(2013) on my pc in 1080p but performance is around 15-20fps on high settings. I then went as far as to put the settings on low to see if performance goes up but it didn't, it stuck around 20fps...

This doesn't seem to make any sense at all.

 

PC: 

AMD FX 6100

MSI R9 280x

AsRock 970 Extreme 3

8 GB corsair vengeance ram

 (Think thats all the specs you could need for it)

Also running on the 13.12 driver.

 

And yes i know some people don't like Simcity but i do.

I should also put into reference, my friend used to get way better performance on his GTX 570...

do you have a tourist heavy city. EA EA'd and broke the tourism so now it breaks performance they're "Currently aware of this problem and working on fixing it for a future update"

if it is a tourist heavy city try shutting down your tourist attractions in the mean time. One day they might actually fix this.

If it isn't a tourist heavy city try re-installing the game.

It has some tourists but not much at all and only at certain points like when i turn on the arena

run something like MSI afterburner to monitor GPU usage and Task manager to monitor CPU usage, do either seem abnormally high?

Hmm, cpu and GPU usages seems normal.. i did however just notice the system is only detecting 4gb of ram despite having 8gb

Odd, but I doubt that is what is causing your problems.

Do you have a 32bit OS?

try re-seating your ram.

 

I'm a little stumped how big is your city?

Does it still do it if you use a different city or region?

try re-seating your ram.

64 Bit.. Already troubleshooting on another post.. Looks like its reserved for Hardware.. 

Not tried a different city yet.. more focused on fixing this ram.
