Is my Pc underperforming?

Recently I upgraded my pc parts and got a new 144hz monitor. I feel as though my pc is struggling to hold 144hz on games it shouldn't be.

During league of legends settings on max,  i experience hiccups of freezing, not even during big team fights. For overwatch, settings on epic, I go around 120-130 fps.

What I'm wandering is should my pc be struggling to hold those frames with my specs. Anyone have any reasons why this could be happening?

Specs as follows:

i7 8700k
gtx 1070 Corsair
h80i liquid cooling for cpu
Nzxt phantom 530 case
250 ssd
2 tb harddrive
MSI Z370 CFX ATX Motherboard
Corsair Vengeance LPX 16GB (2x8GB) DDR4 DRAM 3000MHz

For LOL, Very high (max) @ 1920 x 1080 borderless locked at 144fps. Anti Aliasing and character linking turned off.

For OW, jst default on epic at borderless window locked at 144fps. @Crunchy Dragon

The hiccups/freezing could be due to running borderless windowed. Some systems just act very weird with it. Also make sure to stop any background video as that might be a possible issue as well.
