Is this safe?

Temperature is really only a problem if the CPU is constantly hitting 100C or is thermal throttling (which is when it can't maintain base clocks). Voltage is fine and is only really a problem if it starts peaking above 1.45V

 

Also voltages don't degrade a chip. Temperature will. However there's so little data on the effects  over time that it's not worth worrying about it.
