Video games not using 100% GPU?

First off I will list my system specs: ASUS GTX1060 6GB, Intel Core i7-6700k 4.00GHZ, 16GB DDR3 RAM 2600MHz.

My problem isn't that my computer can't keep up with the games I play, it seems to not want to keep up. For example;

Sometimes in VRChat(desktop mode) I get 40 fps but task manager says I am only using 70% of my GPU and about 60% of my CPU.
There are also times when I get 20 fps but my GPU is at 30% and CPU 20%. Is there bottlenecking here? Or is it a software thing?

If this happens in practically every game you play, then you may need to update or reinstall the drivers. If you are already at the latest and reinstalling does not work, revert the driver version to the previous WHQL release.

Oh well that sucks, my geforce experience is broken, everytime I launch it, it tells me to relaunch because something broke.

Is there any integrated graphic card with your mainboard? You'd better confirm your game is using GTX1060 instead of integrated GPU.

I am 100% sure I am using the graphics card and not integrated graphics.
