Well it’s normal. The profiles are always make to have less noise over better performance/temps.

as said by @Mick Naughty it's meant that way on fe cards. but there's nothing wrong with manually tuning it to make it a bit louder, but cooler

So turn up the fan speed? Not really sure what the problem is. If you want better temps, you need more fan speed. isn't much else too it.

Should be under the settings in MSI afterburner, Fan monitoring. To turn it on it will depend on your skin theme. Should be something like a gear or something on the fan speed slider.
