Assuming you're using Windows

 

1. Download, Install & Configure your preferred FTP software

https://www.serv-u.com/downloads

https://www.ipswitch.com/ftp-server

https://filezilla-project.org/download.php?show_all=1&type=server

 

2. Forward the appropriate ports on your Router and open the ports on your Windows Firewall

 

3. Access with your external IP address https://ipinfo.io/ and test its working

 

4. If you have a dynamic IP, then you'll want to use a dynamic DNS https://www.noip.com/free
