So my pc does this thing where it skips splash screen and the screen stays blank for like 5 mins before windows welcome screen I've delt with this problem as a minor inconvenience for a while but my ram speed recently defaulted to 2133 and its hurting me a bit in some newer titles so I wanna set my xmp profile back up but alas no bios splash screen

Please help ( as a side note I do not have windows fast boot on and I also find it odd that my system takes so long to boot being as I have an ssd)

System specs 

Ryzen 5 2600

8gb corsair vengeance lpx 

Gigabyte motherboard ( can't remember model number)

Asus gtx 1050ti oc edition

Did you try clearing cmos?

CPU: AMD Ryzen 5700x  (evga 240 AIO cooling)

try resetting the bios by removing the cmos battery and putting it back in

gaming system: Intel core I9 12900ks / biostar Z690A valkyrie / 4x8gb corsair Vengeance @3333Mhz ram / RX 7900XTX pulse gpu / Thermalright peerless assassin 140 /Coolermaster Qube 500 case / Be Quiet Dark Power Pro 12 1500w power supply

Are you running an overclock and its boot cycling 3 times and resetting the OC?

 

XMP/DOHCP profiles can do this as well from what I understand.

Clear the CMOS. If that doesn't work you will need to get us the model of your motherboard, which you should have done before posting this. It's quite possibly the only spec we need in this scenario and you didn't list it.

There might be no need to clear cmos.

 

In Windows hold down left shift then click start > power > restart (keep holding shift until you click restart then release it). If a menu shows click Advanced > Reboot to UEFI firmware, if it doesn't then you're legacy booting and a clear CMOS will be needed.

Removed come batter instead of clearing via jumper was able to get into bios  set up xml upon restart it did show splash screen now just waiting to boot which still takes longer then I'm sure it should but this time it's on the windows logo with the loading circle

Windows complete resets are much slower than shut downs to start up.  Shut down is the new Hibernation mode.  Restart (or clearing your CMOS) requires a full Boot.
