cpu bottleneck on ssd

So if my rig is bottlenecking and i get like 30 fps when i should get over 90 with a better cpu. Can i play games on my ssd C drive and i get more frames or is it just the same?

The SSD Doesnt give you more frames per second, its the GPU accompanied with the CPU that gives you your frames per second.  THere is no way any CPU you buy out there now that will take your 30fps to 90fps because if your getting 30fps that tells me you have a very old dated video card.  So its not the CPU's fault or SSD <, it is the GPU but also a old dated CPU doesn't help either.

i like how you typed all that without asking what game it was at what setting or what cpu or gpu they were using.

Other way around i have a i5 4460 and video card is gtx 1070 ti

Yes if i buy a i7 something it will probably go over 90 because its the cpu that is holding my gpu back

True I don't know his GPU,  But how much younger can it be then the CPU ?  Probably purchased at same time.  Now if he has a 1060 or a RX 570 or 580 then yes the 30fps magically can turn into 90fps, but I highly doubt it.
