Would it be able to keep up with a R9 280x without being overclocked? What about if I over lock the gpu also?

Yes, it will keep up with the 280x. 

How does it compare to intel i5? I would like to spend a little more and get that but not sure if it's worth it...

The cores are slower but there are more of them. It depends what you're doing.
