This video might work, although it's made for after a factory reset instead of first time setup.

If that doesn't work, I don't believe there is a way to skip the internet setup.

¯\_(ツ)_/¯

Well if your google account is authenticated on google servers how can you add your google account without connecting to the internet to log in and authenticate that account? Without connecting to the internet you can't verify the login with any sever. Complaining about it requiring you to log into a google account and not being able to create a local account is another issue/complaint.

I don't want to put an account on this phone.

I'm afraid Google requires that an account be setup or created.

It is the way Google authenricicates you using Android.

Won’t visit often..

Leave the sim out during initial setup.  I.e. just skip over all the methods of connecting to the internet.

To solve the internet problem just go to starbucks or somewhere with free wifi to set up the phone.

As for the account, there's no way around that I'm afraid
