To a certain degree, depends on how high the voltage is. If you want to achieve max overclock, you will need aftermarket cooler

With the 1070 only I wouldn't bother with overclocking.

 

The differences at 1080p won't be really observable, especially if you are on a 60hz display, and at 1440p you will be GPU bound anyway.

 

I'd return the 1070 and get a cheaper faster RTX 2060, if you can.

 

If you switch to RTX 2060, an overclock for 1080p gaming would be observable if you also have a 120+ hz display, but kind of pointless on a 60.

I would recommend getting the 2600X since B450 motherboards aren't the best for overclocking anyway and you would need to invest in an aftermarket cooler. Also, when overclocked the CPU tends to consume more power than it's factory overclocked counterpart.

I would get the 2600x and RTX 2060 and just be done personally. Especially if you don't want to OC.

 

The 2600x also comes with abetter, quieter cooler, as well as good stock precision boost speeds.
