It does sound like its coming from area where cpu and ram are. Is there anything i could do? I stopped every fan and noise was still there, only PSU is a bit suspicious and sound is more obvious from cpu and ram area.

Try soaking your ram in some salt water... works every time. 

 

but seriously it sounds like its just a fan. Try to limit it down to which fan it is and just replace it. If it does end up being your CPU fan like where you said it sounds like its coming from I would just replace it with an AIO water cooler or you could go cheaper and just get a new fan for it. You can unplug your case fans one by one to help limit it down.

It sounds like it fluctuates a bit from a bit higher to a bit lower sound, its not a hard drive, not ssd, not cpu fan, not front fans, not exhaust fan, not gpu, i did some testing on PSU i was stopping the fan from spinning and it semmed to dissapear but idk why would sound be more obvious from cpu and ram area, its strange.

Im gonna do one more test and see 100% if it is. I hopefuly wont kill my self this time while messing with PSU lol.
