So yea, some things in my personal life happened and my pc budget got thrown outta wack, so I need to reconsider my build and frankly i am at a loss. I am looking for the best bang for my buck video card that will be good enough to do high settings on most games but The graphics card will be under $400. ( and I know next to nothing about amd cards so comparisons would be great)

These are my parts ( I know they are a bit weird in some places)

What do you have to buy still ?
is 400$ for the gpu or everything that has a price tag other than 0$ + the gpu ?

are these prices things you've bought ? going to buy ?
What about the 0$ stuff ?

best card for $400 is the RTX 2060.

you can get a blower style vega 64 for 400 dollars, however, i personally would suggest an rtx 2060 instead.

Both the Vega 64 and RTX 2060 are great cards for their price. But if you don't need or want any of the bonuses that the RTX comes with such as ray tracing or its new learning and sampling system, then the Vega might be a  bit of a better option for the price

If you willing to buy used gtx 1080ti. Brand new Rtx 2060 is the best card at that range.
