Got to with them being plain different in the way they function and work ;) It's like asking "Why come the 780ti got 2880 CUDA cores when a i7 4930K only got 6?" ;) You can't really compare them head on like that.

Heat is a big problem with GPUs due to the size constraints that they have t hold to, such as dual slot, triple slot etc. whereas coolers like the NH-D14 can cool a CPU extremely efficiently due to its size.
