for 1080P which card to buy RTx 2080 or RTx 2070?

someone  told me  that Higher than the 2070 and higher than the 2060. Lets say on some game the 2080 outputs 200+ fps and the 2060 only 150+ fps, you will not percieve any difference between the the two cards due to you maxing out your monitor. do you agree?

 

also 

i have this monitor https://www.asus.com/Monitors/VG279Q/ so in 1080p with 4770k or zen 2 or  9900k with one rtx 2070 and 2080 what fps i will have in all these situtations?/

if we calcuate all these things in average? with all these 2 cpus and  my monitor which have and  with these 2 cards rtx  2070 and  2080?

Well,I linked the EXACT FPS you get with a 9900K both with 2070 and 2080.  You chose not to watch it, so too bad for you.

so i will  not buy 2080

 

i will  rtx  2070 by seeing  these  things

 

what to pay  350 euros more  for  20 fps in 1080p;;
