Choosing between two coolers

The DR4 has a 135mm fan but not more surface area -- at least not for the fins.

Not accounting for the heatpipes, the surface area for the 50 fins on the Hans is ~541975mm² and the 51 fins DR4 is ~506328mm².

There are more factors in cooler performance than just fan size and surface area. The types of heatpipes, how well they contact the fins, mounting hardware, and other factors all play a role in performance. 

Due to number of factors and how the resulting performance isn't easy to determine with them, I recommend looking at benchmarks instead which indicate the Hans performing better than the Hyper 212 Evo but still slightly worse than the DR4.

Dark rock 4, hyper 212 might be very loud and not do as good of a job IMO.

The DR4 would be quieter. Which Hyper 212 are you referring to and why are you looking at these coolers in particular?

no there is no real reason these are just some suggestions my friend made to me

What case and ram are you using?

Where are you shopping / located? Budget?

The case is the h500 (I know it’s the “normie” case) team Vulcan 16 gen 8x2 3000 MHz ram and I am ordering specifically online. I’d like to keep the cooler under $85. (Also I have already bought the case)

Online as in.. Which region of the world are you located in?

Which H500? There's at least one from NZXT and another from Cooler Master.

Sorry for not specifying I’m in the south east US and the h500 from nzxt (not h500i) i am ordering off sites such as newegg

I mean there's no contest, the Dark Rock 4 beats the Hyper 212 in every department on paper.

 

But purely to be sufficient, the Hyper 212 does fine. I used to use one for my i5-8600K at 4.6GHz and my CPU averaged out at around 55°C.
