Is this normal?

I have an RTX 2080 Asus Turbo (blower style).

 

At around 70-72 degrees, the fan speed increases and decreases quite often. Its not a constant speed and gets quite annoying having the fan turn up and then down every few seconds.

 

I've adjusted the fan curve but this still happens. Is this a problem with the fan?
