Yes, your i5 will bottleneck your 1070Ti in many games.

At 1080 that’s gonna be difficult. Bf4 with a 1080 can even make a 8700k max a few cores. But that’s hitting the 200 frame cap, could just lower max frames and be fine. 

 

If on 1080p, turn the game to ultra and put the scaling up to 120%. Is it playable right now or are you just worried about frames?

So heres my settings on bf4 my scaling is on 100% and i have 4 settings on medium and rest on low, my fps is about 60 to a 100. the fps drops hell a lot when im in a zone where it is a lot of battle and firing and explosives

Again, you need to take the load off the cpu. Thus turning up the settings. Not sure how much it’s gonna help overall as I don’t have a i5.

Oh yeah you're bottlenecked super hard. All you can really do is either 

A) Upgrade to something like a Ryzen 5 2600 (or 4790 should would alright too)

or B) Supersample your games by running them at like 3x dynamic super resolution and turning the settings up to ultra to take the load off of your CPU by lowering your framerates. You'll get the same framerates you are now, but your frametimes will be more consistant (less stutter) and the games will look better.
