Help choosing a GPU for Scratch Build

So i am still trying to decide what GPU to get, I will be running a 31.5" 1440p 75hz monitor with freesync.

I will be playing some first person shooters and racing games, (Battlefield V, Need for Speed, COD)

I will also want to be able to transcode 4k HEVC on the fly to 1080p h264 on plex probably 2-3 streams max, I know nvidia has a cap of 2 streams.

I will be using the card probably 30% gaming but when i do would like to stay around 60fps or better on high detail.

I been considering vega 56 but not sure if i want to go with that old of card, also been looking at 1070 and 1070ti and rtx 2060.

My budget for a card is going to be about $400-425 max am considering buying used as well.

I know the rtx 2060 loses vram and rtx doesn't really seem worth it right now and once it does i thing the 6gb frame buffer at 1440p is going to be lacking going forward.

I want the card to be quick at transcoding on slowest to get best file size and quality.

get a 2060 its about the same as a 1070ti except 2gbs less vram

yea, i just see the rtx series being a bust not sure if i want to get wrapped up into that right now. I might wait to see what the gtx 1660 has to offer.
