it does not improve the actual silicon of the cpu.

yes basically by lowering temps you're giving yourself more headroom to go either up in clocks or run your fans at lower rpms if you going for lower noise.

 

with that said tho, my 8700k before delid was not stable at 5ghz because it would hit 85/90C, after delid at the same settings it was fully stable at 65/70C. so in some situations delidding could improve the ability to oc a chip depending on how bad your temps are without delidding.

Lower temps can also help maintain stability with less voltage.
