set up a hot-spot on a phone, don't need internet connection. connect both the PCs.

install 'dukto r6' on both pcs, open it,

computers should see each other and you can then transfer files.

Strange...

i thought that too... my friends are also in the situation...

some cafes were forced to downgrade their desktops to previous version of windows, disable update, just to enable file sharing

That's very odd as it still works here, including on a brand new laptop I just had to move files to from my old one.

It was easier there though as I was logged in as my Microsoft account on both and just shared the Documents folder.  But both are still also able to access my Fedora Samba server fine with a different username and password from my Microsoft account.

Router:  Intel N100 (pfSense) WiFi6: Zyxel NWA210AX (1.7Gbit peak at 160Mhz)
WiFi5: Ubiquiti NanoHD OpenWRT (~500Mbit at 80Mhz) Switches: Netgear MS510TXUP, MS510TXPP, GS110EMX
ISPs: Zen Full Fibre 900 (~930Mbit down, 115Mbit up) + Three 5G (~800Mbit down, 115Mbit up)
Upgrading Laptop/Desktop CNVIo WiFi 5 cards to PCIe WiFi6e/7

What's even more strange is that I am on the latest update.

I do know of some governments and organizations that use a custom version of Windows that is managed. Might have something to do with that.
