Hello. Have an question. When pc is unplugged from power  cord and i turn on power cord and pc again,he starting then turning off and then automatically booting up again. 
Mobo Asus Prime Z390-A ,9900K and Corsair RMX 850W. Anyway its stable only this.

 

 

 

But when i dont turn off power cord,he starting 1 time onlyheh

It's normal. After power loss (when you unplug power is the same as power loss) bios tests settings and restart. When mb is powered (only shut down without unplug) your BIOS don't check settings. It's kind of protection.

 

BTW. Do not unplug your PC from power every time, unless you want to broke your PSU and/or mobo faster. Shut down from system is enough. I know few people who unplugging their computers every day and it never ends good for them.
