How to contact paypal support?

Hello, i need to contact paypal, but there is a bit of difficulty. They don't reply to any of my emails, as they say i need to call them, but they are in Ireland, so the cost of calling would get very high.

But can i use Skype credits to call them using Skype instead?

They should have local numbers. Atleast they do for me.
