New Build $2000 Budget

I want some thoughts and suggestions on the the scenarios i will list.

Some things i am somewhat set on already and unless presented with a better option at a better price for same features or better or within $10-$20

So its been since 4770k since my last build which i no longer have and i am planning a new build for middle of february.

Uses: What everyone uses computers for, Plex Server, Some gaming older title and some newer at 1440p 75hz, VM's as i am finishing my BS in Cyber Security, Be able to run at least 2-3 VMs Windows Server, ESXi, Ubuntu, and i sometimes run a couple Windows Images for testing purposes.

I also route all my internet traffic through ICS but plan on switching to Bridge Connection once this build is complete. I transcode video daily at most 10 a day output H264 NVEnc very slow at about 4000kbps bitrate and consistent frame rate

I currently use a my laptop for everything listed above which is a Dell 7559 i7 6700hq, 4gb gtx 960m, 16gb ddr3, 256gb ssd and 2tb internal and a bunch of 1-2tb external drive for plex and storage.

Budget is going to be around $2000-$2200

I have been going through 3 different routes and looking doing a 9900k system, 2700x ryzen, or doing a used Dual Xeon E5-2xxx v2 system.

I have a microcenter not to far away and just looking for the best bang for my buck to get what I want done.

I hope this gives everyone enough insight and idea what i looking to do. Any question fire away.

Undecided Parts

CPU: Intel i9 9900k, Amd Ryzen 7 2700x, Intel Dual Xeon E5-2680 v2

Motherboard: Once i decide which way i want to go i will look more into a corresponding board

RAM: At least 16GB would like 32GB if i go with i9, or Ryzen I want RGB been looking at Trident Z RGB 3000-3200

GPU: This is where I want to stay in the $300 range I been looking at RX580-590 and vega 56 cards, Nvidia 1060's, this is going to be heavily used for transcoding and occasionally for some gaming, im not to worried about playing maxed out just enough to keep above 60 fps on 1440p on like Battlefield and mainly first person shooters.

Cooling: I have a 360mm rad, D5 pump, Raystore v3 block with compression fitting and tubing I have to change the res to a tube as i am have a 5.25in dual bay res right now. Going to get this 270mm or 170mm depends on the case i select.

Pretty much i need the 2 8tb of storage as right now i have almost 6tb of plex media alone not including any of my VM images and ect.

I want thoughts on what card is going to be best to get decent gaming like stated but still beable to transcode H264 pretty quickly set on low. I have been debating going to HEVC 4k as all my tvs are 4k and have capable players.

Its just hard to justify the 9900k price over the 2700x when you run it with 3000mhz memory its performance in nominal. That has also why I been looking into dual xeon for the bang for the buck factor get more multi core performance for the VMs to run the VMs i run typically run with 1-4 cores and 3gb-4gb of memory but i would like to up some of them to get better performance its just not doable on an 8 thread laptop and 16gb of memory right now im using 10gb of memory with inuse and modified, and cpu is currently running 291 processes. So my use is pretty high even on a light use case.

It looks like an i9 9900k is going to be out of the price range if i want to stay on target.
