So I have 32Gb ram 1600Hz DDR3 8GBX4 Sticks,

Basically, everything lags, except the current browser or game I am using (using can also mean the last thing I clicked).

Examples of what I mean:
a game + a video running in the background
browsing + Playing a video in the background
it mostly has to do with videos because these are the only things I can tell that is running slow, but probably the entire browser isn't getting enough resources.

Please use punctuation, it's hard to understand what you're saying. What's your PC's specs? What do you mean the browser will "stutter"?

 

From speculation, I'd say the problem has to do with your storage, not DRAM. Are you using a SSD or HDD for the programs you're talking about? Because if HDD, then that explains why it "stutters".

Think I understand what you are saying.

 

Is your ram a matching kit?

If your using chrome. Chome has had some issues lately. Try FF or opera

 

You can try smartclose after reboot for test background apps causing problems.

 

It also might be a networking issue.

all my ram sticks are matching they are from the exact same series brand GB and HZ.

I tested for network issues and it's not that.
It might be chrome cause chrome really has been pretty crappy lately.
I will try working with other browsers and update if it works better. 

EDIT:
Yup, its chrome it has become Internet Explorer 2.0 crap browser goddammit, I will use FF for watching videos.

yea i have been having the same issue. don't use the netflix app either.
