If you can pay 100$ extra, this is the best choice.

To play on it from other locations, you can get a Raspberry Pi and with a bit of work and a good Wi-Fi (wired would be better) connection you can hook it up to a TV or a Monitor and it's ready to go. There are many youtube videos on remote game server with Raspberry Pi, but 90% of them are the same, so choose the highest rated tutorial.

 

P.S This list doesn't contain a case, because it will be in a clothet or in a corner, so any cheap ATX case with descent airflow can do the job just fine.
