PC Wont Boot

So I bought this PC off ebay (HP Compaq 8100 SFF), the specs are in my signature.  For some reason this has been an issue since I got it but when I turn it on, it goes to this screen (Picture Below) It gives me no option for BIOS, Boot Menu, Nothing. I tried clicking the BIOS F9 key but it does not work. For me to get the PC to boot I have to open it open, disconnect all the HDDS, take the CMOS battery out, and then keep rebooting the PC over and over again and then right when it starts loading into BIOS plug the hard drives in. Then everything works like normal. This is annoying since it takes about 30 minutes just too turn on. Please help

Where would I find the updated BIOS? I would think that could be a issue since the pc is about 10 years old.

search for *all* windows updates. include the optional ones.

if that doesnt work,

becarefull because these are windows 8 64bit drivers. make sure that you get the correct ones. the bios update should work with any windows version

If I put windows 8 64 bit but I have windows 10 is it alright?

The OS is brand new. I installed it on that PC. I actually have a video of the pain that it took to just install windows.
