That's is odd though, as at 10Mbit I'd expect you to be sustaining close to 10Mbit, considering how fast it usually is.

I wonder if there is a problem with their switch or the uplink is overloaded?   Unless the cable is in worse shape than we thought, these seem to be two not entirely related problems.

 

If this plugged into the wall or a switch under your control?

If that doesn't help then the usual things like if there is another port and/or another device you can try plugging in.

Is the link speed still 10Mbit?  That would suggest either a problem with the ethernet card, the port on it, or the switch/port (or related cabling).

I presume WiFi is working normally?

Can you maybe try another nic? You may end up buying one to put inside an empty pci or pcie slot in your motherboard. At this point I'm inclined to think the nic on your motherboard is going bad.
