I have a EVGA 1070ti FTW 2 in a SPEC- 06 with a i5- 8600k @5ghz cooled by a front mounted H100iv2. All five fans are Corsair LL 120m.  the front two fans are pulling air in through the rad and the other 3 are set up in an exhaust config. 

Under a full load my 1070ti is at around 70 degrees Celsius. Just wondering if these temps are normal and if I can make it run cooler. Also with my ram a top mounted rad is not possible.

Yea, that is normal. The only thing to do at that point really is to limit the power consumption, which limits performance but reduces the temp

Obviously each case and fan is different, but you can see here that GPU temps vary very little based on radiator placement. That said, your temps are totally normal, like mentioned above.

the temps look fine & pretty normal. I wouldn't worry unless you reach mid 80s

 

however

 

with 3 exhaust, and 2 intake fans fighting a radiator, i'm sure you have negative pressure in you're case.

You might see somewhat better temps if you can get your case to positive pressure, although it would probably be negligible
