So I just recently bought a Asus rog x470 and put it in my case I connected everything as normal then I turned on the switch on the PSU but then when I press the power button on my case nothing happens the motherboard LEDs are on but no fans spinning not even the PSU fan? Whats wrong?

You have a computer and changed just the motherboard?

If then why?

Thermaltake Toughpower Grand RGB Gold PS-TPG
And I'm waiting on my CPU I wanted to test the fans but they won't work and I found out that the power button does nothing as well ik it's pretty silly but do you need CPU to test fans?

It's going to depend on the behaviour of each specific motherboard but yes, you most likely do need the CPU. What point is there in running the fans and consuming power if there is no CPU installed?

The CPU is the brain of the computer. It coordinates everything. With no CPU most computers won't do anything, although I suppose it really does come down to the motherboard.

So does that mean everything is ok bc it's gets power just nothing happens
