so i had built a pc awhile ago and used it and it died in November so i scrapped it for the parts witch was a GT 1030 

I3 3240

and 8gb of ram

and all of it worked and i used the 8gb of ram and  gt 1030 in my main build for a few weeks then i got  gtx 1050 and put away my gt 1030

and so the other day i was bored and wanted to try a few games on my gt 1030

and when i put it in and powered on i got nothing at all and i don't know what is causing this so i  was like okay maybe it needs to be reseated

nope that still didn't work and i tried both the HDMI/DVI D port on the card and i used the same adapter and hdmi cable i use for my gtx 1050 and my monitor and it worked on my gtx 1050

and i don't know whats wrong or how to fix it...

Improper storage? How did you store it?
