Please help me!

So i have a problem that recently started which is very weird everytime i run a program like icue or bethesda launcher my mouse start lagging like literally lagging. But when i close them the lags stays for 1 sec and then stops. I thought its my hard drive so took it off bought 2 new ssds. Installed windows fresh. The problem dissapeared till it came back all of sudden. I updated all my display drivers. Everything is good. But i noticed something is when i uninstall my display drivers. The lag stops when im using those programs. And then when i install the drivers back my programs start lagging. I did everything i can do troubleshooting, reinstalling windows. Its driving me nuts

Install older gpu drivers.

And stop reinstalling Windows.
