first things first, no i do not use this card in my main system, i am not on that level of dofus.
BUT i am making a 2008-2009 PC for me to play some of my older favourite games on, like just cause / just cause 2.

so, 

here's the problem.

when i power on the system, i dont get a post, i dont get a beep from the lil' beepy speaker boi, i dont get nothin'.

i have used the diagnostic LED's to no avail, and i fear the card is dead, as i have tried other cards and they have worked no problem, but i really wanna use this card to match the era of all the other components in the build, so does anyone have any idea what i can do to fix it?

SPECS:
GPU: sapphire radeon hd 4890

CPU: core 2 duo e8400

MOBO: asus P532n-e sli

RAM: 2X corsair value select 1gb 667mhz AND 2X Adata 1gb 667mhz (both ddr2 (duh))

HDD: some random 1tb hdd i had laying around, it is WD i know that much tho

PSU: cooler master masterwatt 550

The only thing you can do is try the card in another machine to see if it works or not.

Sounds like the graphics card is dead then. With no idea what is wrong with it can't really give you any advice on how to fix it. You should be able to pick up working HD 4890 era cards on the second hand market for fairly cheap.
I'd also recommend looking at some quad core CPUs compatible with your motherboard such as the Q6600. Should be able to pick them up on places like eBay for a few bucks.
