My New Computer Wont Post

 Ihave recently purchased new parts from PC Part Picker https://pcpartpicker.com/list/Z33YYT and have once I put everything together nothing will post on the monitor and on the TV. I recently took it to a friend who works in IT and he recommended getting a new motherboard so I returned the mobo and got a new one of the same exact one i originally had. I reinstalled everything and it still wont post anything. I have tried posting with and without the GPU in and I still get nothing. It will also turn on and off randomly and I do not know what to do. Any help is greatly appreciated :)

are there any error codes being read out by the motherboard by either a code reader or beeps?  if the pc shuts off somewhat quickley then you are having a overheating issue with your cpu.

There are no beeps or lights. It shuts off quickly then it comes back on quickly. All the fans come on including the CPU one.

Just saying it is just a theory, it just might be the cpu pins are off or the cpu is dead.

How would i test to see if the CPU is dead? Before i put it in, all the pins were perfect and straight.
