Dell Optiplex 3010 SFF

Everything should be fine. Toss an SSD inside to improve system responsiveness, can't go wrong there.

Will Dell Optiplex 3010 SFF with i3-2gen and 4 gb of ram handle those things?

-Web browsing

-Office programs (Word, Excel, etc.)

-Video playback

what HDD and what is the CPU? (like i3 7350k or 8100)

Assuming it has a spinning rust hard drive it may be slow on Windows 10. Windows 10 really hates hard drives. On Linux, however, no problem at all.

He said 2nd gen so I'm assuming a i3 21XX. That means dual core 3.1-3.4 ghz.

should be good, but if the HDD is not a 7200 rpm you gonna wanna upgrade that. How much is it?

Draws 400 watts under max load, for reference.

 

How many watts do I needATX 3.0 & PCIe 5.0 spec, PSU misconceptions, protections explainedgroup reg is bad

dont spend the money on the SSD if its a Sata 2 port (i have seen a few Optiplex with sata 2)

There's still an enormous performance uplift. There may be half the bandwidth but the latency and caching is still vastly improved.

Depends on which one, but I doubt you'd notice.
