What's the best performing top-down CPU cooler available right now ?

I'm going for a certain aesthetic and I want a top down CPU cooler, the included fan/s don't matter I'll be using Silverstone Air Penetrators.

I've looked at the Noctua NH C14, the Phanteks C type & a couple of Scythe top down CPU coolers like the Grand Kama Cross.

I've compared the reviews on hardware canucks for the Noctua C14 between the D14 and they look really comparable in a 2 fan configuration.
I'll need 140mm fans to properly cool that heatsink, and I can't find any pressure optimized green LED lit 140mm fans.

I thought about just replacing the top fan, but still not sure if it's a good idea.

Hmm.. I was thinking of using the PRO-GNSS from Prolimatech for passive cooling. It's about as heavy as a NHD14 (W/o the fans of course) AND low profile.

Holds two maybe three 120s.

Any idea how I might be able to pull off proper air flow on that? keeping in mind I want the Silverstone Air penetrator to push through the horizontal heatsink so the LED effect can look decent.

The build is going to be done in a Corsair C70.

Bitfenix Spectre Pro LED fans in green? Seen people use these fans in radiators.

I'm considering the Bitfenix Spectre Pro & the Cougar Dual-X fans, which ones have more static pressure ? I can't find any review that compares both...

I do not know much about fans. Is static pressure same as air pressure? If it is, then the Cougar fan has 1.74 mmH2O while the Bitfenix Spectre Pro has 1.24 mmH2O.

Yeah static pressure = air pressure, it's the ability of the fan to push air through restricted surfaces, that's why it's very important to consider when buying fans for heatsinks or radiators.

I found the air pressure numbers on the websites of the manufacturers but I don't really trust them as there is currently no standard for measuring them.

The cougar however runs at a lower RPM so it should be quieter, so I think I'll go for the Cougar Dual-X fans.

At full speed the cougars push 1.4mmH2O pulling 56 CFM at 18decibels, the spectre pro's push 1.38mmH2O pulling 87 CFM at 23 decibels, and the spectre's pwm push 2.14mmH2O pulling 56 CFM at 24 decibels. According to mfr's specs list. These are all 140mm green lit LED fans I found that have decent static pressure. The spectre PWM are the only PWM fans. IMO I would get the cougars since you are putting these on a heatsink. If it was a rad. I would get the sprectre pros.

Why would you use different fans for a heatsink compared to a rad ?

I would get square fans for a rad because you can seal it against the rad with a square O-Ring.
