50% usage with low fps?

so ive noticed low fps in gtav online.. ive done abit of testing and found that in singleplayer i get normal fps around 100-120

but in online my cpu and gpu usage is usually around 50% and only 50fps

im playing on mostly maxed settings with like grass and stuff turned off DOF is turned OFF

also just a side note.. does the distance look really blurry and foggy? or is that just me

my specs are :
1070 8gb

i7 3770k 

16gb

gta online consumes far more cpu resources(handling many players and their actions at the same time) than gta 5. So what I believe is happening here is that the cpu is struggling to keep up with all the player actions. I would probably go and upgrade the cpu sometime

yea i figured the same but the fact that my cpu in the screenshot is using 67% while only producing 65 fps is weird to me
