GPU Core/Memory Clock

not bad, just wasteful. Not sure what you have, but it sounds as if " Prefer Max Performance" in Nvidea (or whatever it's calling in AMD software) is selected for performance.

My GPU Memory and Core Clock stays at max and GPU usage is at 0 when idle is it bad? im scared that my GPU might stop working.

If breaking is a bad thing, then no.

Maybe reinstall drivers. Use DDU. No idea if this could help but always worth a try
