4c/8t is still plenty for today's AAA titles.  Have you bumped up the multiplier in the bios? 66 degrees isn't that hot. I'd save the money and upgrade on the next product cycle, Over $700 for a 15% bump in cpu performance doesn't make sense to me. You'd need a new motherboard as well to go with the i9.

Lol that's an experiment of "what happens if 7700k made twice the amount of heat?", because that's what the 9900k is and will do.

i think that cpu would get a fair bit hotter. you could probably run it with an air cooler i just wouldnt expect any overclocking. if you do get one i would consider undervolting it to lower temps more.

edit: i think it also depends on the cooler. im sure some massive air coolers could probably even overclock it but if your useing some shitty intel stock cooler its probably not going to work to well. what kind of cooler are you useing anyways?

Seems like a perfect setup for running the 9900k at say 4.5-4.7GHz

CPU: i7-2600K 4751MHz 1.44V (software) --> 1.47V at the back of the socket Motherboard: Asrock Z77 Extreme4 (BCLK: 103.3MHz) CPU Cooler: Noctua NH-D15 RAM: Adata XPG 2x8GB DDR3 (XMP: 2133MHz 10-11-11-30 CR2, custom: 2203MHz 10-11-10-26 CR1 tRFC:230 tREFI:14000) GPU: Asus GTX 1070 Dual (Super Jetstream vbios, +70(2025-2088MHz)/+400(8.8Gbps)) SSD: Samsung 840 Pro 256GB (main boot drive), Transcend SSD370 128GB PSU: Seasonic X-660 80+ Gold Case: Antec P110 Silent, 5 intakes 1 exhaust Monitor: AOC G2460PF 1080p 144Hz (150Hz max w/ DP, 121Hz max w/ HDMI) TN panel Keyboard: Logitech G610 Orion (Cherry MX Blue) with SteelSeries Apex M260 keycaps Mouse: BenQ Zowie FK1

Alright not too bad Is an 850 W power supply good enough though?  I care about longevity. I’m the kind of person who will put the maximum CPU performance on 95%  so the CPU will never exceed 95% and never turbo boost

850w is overkill, you can run 9900k at 1.35V (usually means 5GHz) and a 2080ti with room to spare.

If longevity is what you care then it's better to keep the 9900k run at stock 4.3GHz on all cores and slam the voltage as low as possible, that's a mid range board and a mid range air cooler.

I'm always suprised how people for example on  youtube make - "my 8k $ build" with i9-9900k and then they put a 120mm AIO liquid cooler to that.
