Hi I'm getting the 1080ti for only 470 2nd hand in a shop called cex it usually costs 650 but I have a 170 Euro voucher I think I'm getting a good deal. They test all their products, would they know If the card had been used for mining

If I could honestly give you an answer to that question, I wouldn't have to worry about paying the mortgage every month.

Sadly, besides cutting the card open to check the degradation, there's no way to determine what the card has been used for. 

However, I'll say to just use the card until it fails. It should last longer than you expect. Proper mining setups are actually not that stressful on the cards actually. Check out more on here and here if you wanna learn more about GPU degradation and stuff.
