Open up osk.exe and check if the keys are showing as pressed try to press them with the program and see if it stops. (osk.exe in the search box its pre installed)
for me in win 10 this is not the case ie keys dotn show as pressed even if I do.
On the subject of IPA its probably not going to hurt anything that i could imagine as long as its dry berfore you use it. Hair dryer could help with that....... heck people clean PC parts in dishwashers all the time (no soap or anything usually) and its fine.
