Old Thermal Take fan problem

I got a old ThermalTake fan and it comes with a small PCI fan controller that has 1 nob on it. But when i plug the fan in to the power all it does is speed up and it wont slow down or any thing even if i move the nob

Desktop: CPU: I7-5820K GPU: 980Ti, 750Ti PhysX Mobo: MSI X99A SLI PLUS RAM: 4x4 Kingston DDR4 2400MHz OS: Win10
Storage: 250GB Samsung Evo, 3TB WD Black and Green FIRESTRIKE, Reason for dedicated PhysX Card.

Peripherals: Screen: 3x BenQ VZ2350 Mouse: Razer Naga Keyboard: Some Dell Thing Sound: Razer Tiamat, 5.1 Logitech Surround Speakers

Fan connected to power and not controller and there's problem? Either your connections are mixed somehow such as power doesn't really go through fan or controller is broken or can't adjust fans speed due some unknown reason.
