What is the best and supported cpu this pc can use? I believe it is the LGA 775 socket.

Yup, one of the core 2 quads.  That and a 1050ti or Rx560 would make a decent little 1080p machine on the cheap.

Yeah, as long as it has a PCIE slot and the card doesn't need PCI power, or you have a new PSU with a PCI power connector.

when i get home i will check that power supply and clean the pc, ITS DUSTY
