I am planing on getting new case fans i have 4 140mm fan slots and i either want to get Corsair ML140s or Noctua NF-A14 PWMs. I have a 280 Radiator in the front and 2 140mm openings at the back and top of the case. The hope is that they will be quieter more efficient and have more control then my NZXT 120mm fans and 2 corsair 140s that came with the rad. Which one would be the best choice and does anyone have other suggestions.

I suggest the be quiet! pure wing 2 PWM 120/140 fans, they're obviously quiet and can be controlled. They're also fairly cheap for what you get.

Noctua are the best, but they cost!

Unless the fan minimum rpm isn't low enough, control will be dependent on the header you power the fans off of and not the fans themselves -- usually your motherboard. 

Are your fans plugged into the motherboard? If so, what motherboard do you have? Have you tried changing any fan settings?

What AIO are you using?

My NZXT fans are not PWM fans so i have limited control they are plugged into my ASUS Strix X470-F motherboard my bios doesn't even let me control them and i have a corsair H115i the 2 Corsair fans connect to the pump and are controlled via the ICUE software but they are noisy. My main concerns are noise and making sure the fans have enough static pressure to push air through my Rad. I have a 2600X i have tried over clocking it but sometimes i feel like its more of a hassle then i want to deal with so it honestly doesn't get too hot with the 280mm rad so the static pressure isn't a huge problem.

You should be able to control the fans from the motherboard. Which headers did you plug the fans into? Have you tried changing any of the fan settings for those headers? Are you using any splitters / hubs?

What rpm are you running the H115i fans at? Have you tried lower the rpm?
